A tragedy unfolds in the Philippines as hopes dwindle for survivors buried under a mountain of trash. On Sunday, officials announced that hopes of finding survivors were fading, four days after a massive garbage mountain collapsed in Cebu City. The confirmed death toll rose to seven, with at least 29 people still missing. This occurred after the crucial 72-hour window following the landslide ended.
Approximately 50 sanitation workers were caught in the collapse on Thursday. The garbage mountain, operated privately by Binaliw Landfill, towered an estimated 20 stories high before collapsing. The facility manages waste for the city, which has a population of nearly one million people.
"Yesterday, we detected two signs of life through our specialised radar. There were still heartbeats 30m below the debris, but right now, there are no reports of that anymore," stated local fire officer Wendell Villanueva on Sunday. He added that it was unlikely for anyone to still be alive three days after the collapse. So far, 12 employees have been rescued alive and hospitalized.
Emergency workers faced dangers from the shifting mountain of refuse, forcing pauses in their efforts. Rain further increased the risk. Villanueva said the focus would likely shift from rescue to recovery on Monday, pending a final decision by an inter-agency team. A public information officer separately noted the focus would likely turn to recovering bodies.
Outside the disaster site, families huddled under tents, watching the rescue efforts. Jezille Matabid, whose brother Junelle was among the missing, said, "What we want now is to find them. Alive or dead - so we can properly take care of them."
Another woman, who chose to remain anonymous, expressed the agony of waiting for information about her sister, a landfill employee who is three months pregnant. Elmer Aguilar, whose brother Larry was also missing, was among those turned away from helping with the search.
Joel Garganera, a Cebu City council member, described the height from which the trash fell as "alarming." Images showed a massive mound of trash atop a hill, directly behind buildings containing administrative offices and employee housing.
Cebu Mayor Nestor Archival pointed to a recent earthquake and typhoon-driven rains as potential contributing factors. But Garganera emphasized the obvious danger of the garbage mountain. He noted that landslides occur in the city, with landfills posing a particular risk. "The garbage is like a sponge, it really absorbs water. It doesn't (take) a rocket scientist to say that eventually, the incident will happen."
He called the disaster a "double whammy" for the city, as the facility was the sole service provider for Cebu and surrounding communities. According to the operator, Prime Integrated Waste Solutions, the landfill processed 1,000 tons of municipal solid waste daily. Calls to the company went unanswered on Sunday.
Controversially, the disaster highlights potential negligence in waste management and the need for stricter regulations. This raises questions about the responsibility of the private operator and local authorities.
